Our Team

Executive Staff

The West Arnhem Regional Council’s Executive Team is led by the Chief Executive Officer (CEO), who works closely with the Director of Finance, Director Community and Council Services and Director Technical Services to ensure that the most functional organisational structure is in place to implement Council’s decisions.

The Council employs the CEO to be responsible for the 240 staff employed by the West Arnhem Regional Council and the day-to-day running of operations.

Katharine Murray

Katharine brings extensive leadership experience as the CEO of multiple Indigenous organisations, along with a deep commitment to advancing WARC’s mission of delivering meaningful and lasting outcomes for remote communities.

Jocelyn Nathanael-Walters

Director Finance

I was born on Larrakia country in the late 1960s to a New Zealand mother (nurse) and Greek-Cypriot father (radio announcer). I have lived in and around Darwin all my life apart from spending 18 months in my father’s country (Cyprus) after finishing high school.

Fiona Ainsworth

Director Community and Council Services

Before joining WARC, Fiona worked as the Business Development and Project Manager for the Aboriginal Investment Group (AIG) where she was responsible for a number of major projects, with the investment in and successful implementation of Remote Laundries in Barunga and Groote Eylandt being a particular highlight.

Grant McKenzie

Director Technical Services

Grant comes to WARC after a lifetime of varied experiences across Australia in many different industries and roles. Most recently, he spent many years within Local Government in South Australia at an Executive level before deciding to move north to warmer climates. He is deeply committed to helping to make WARC communities strong, sustainable places for people to live well.
